Mark Garnier MP

Chair, The All-Party Parliamentary Group (APPG) for Space

Mark Garnier was first elected as the Conservative Member of Parliament for Wyre Forest in 2010. On entering Parliament, he served for over 6 years on the Treasury Select Committee as well as the influential Parliamentary Commission for Banking Standards.  Mark is  the Prime Minister's Trade Envoy for Thailand, Myanmar, Brunei and Vietnam.

He chairs the All Party Space Group.

In 2016, after a short spell as the Prime Minister’s Trade Envoy for Thailand, Myanmar and Brunei, Mark was appointed Minister for Investment at the newly formed Department for International Trade.

On leaving government in 2018, Mark took up new positions in Parliament and now serves on the International Trade Select Committee, chairs the Committee for Arms Export Control.  

 

Dr Lucy Mason

Member, Regulatory Horizons Council & Director of Innovation, Capgemini Invent,

Dr Lucy Mason is a Director at Capgemini Invent leading on emerging technologies and innovation, especially in the defence, national security, and space sectors. Lucy is a member of the DSIT Regulatory Horizons Council and is leading work to advise the Government on regulating space technologies.

Lucy is the founder and former Head of the Government’s Defence and Security Accelerator (DASA) which finds and funds innovation to create novel defence and security capabilities. Her interests include the threats and opportunities posed by AI and machine learning, the internet of things, quantum technologies, futures thinking, and the implications of technologies for people and society. Lucy passionate about bringing industry, academia, and Government together in multidisciplinary teams to better solve major social challenges.

She has been a Visiting Fellow and member of the Security Board at Cranfield University since 2017. She has been a Board member since 2016 and Chair (2021 – 2023) of the Governance Board for the Security of Digital Technology at the Periphery (SDTaP) programme (formerly PETRAS) and is Chair of the Advisory Board for SPRITE+. She is on the Advisory Board for the Common Mission Project and CREST Research. Lucy was a former civil servant between 2009 – 2019.

Rory Daniels

Chair and Programme Manager for Emerging Technologies, techUK

Rory joined techUK in June 2023 after three years in the Civil Service on its Fast Stream leadership development programme.

During this time, Rory worked on the Government's response to Covid-19 (NHS Test & Trace), school funding strategy (Department for Education) and international climate and nature policy (Cabinet Office). He also tackled the social care crisis whilst on secondment to techUK's Health and Social Care programme in 2022.

Before this, Rory worked in the House of Commons and House of Lords alongside completing degrees in Political Economy and Global Politics.

Today, he is techUK's Programme Manager for Emerging Technologies, covering dozens of technologies including metaverse, drones, semiconductors, future materials, robotics, blockchain, space technologies, nanotechnology, gaming tech and Web3.0.

Mamatha Maheshwarappa

Payload Systems Lead, UK Space Agency

Dr Mamatha Maheshwarappa is Payload Systems Lead at the UK Space Agency. She provides technical leadership on various UK Space Agency programmes and projects, by offering technical oversight/assurance. Also, the technical lead on UK Space Agency’s initiative on Space Based Solar Power (SBSP). Before this, she was the technical lead on SPEQTRE (Space Photon Entanglement Quantum Technology Readiness Experiment) satellite project and has worked on ESA's Sentinel 4 & 5 test campaigns at RAL Space. Mamatha has worked on transceivers for ExoMars and Lunar Polar Sample Return projects while at QinetiQ.

She has a PhD in Software Defined Radios for Multi-Satellite Communications from the University of Surrey, UK. She was the technical lead for STUDSAT-1, India’s first pico-satellite, launched by Indian Space Research Organisation, listed in the Limca Book of Records. Mamatha is the co-chair of the Women in Aerospace UK committee representing UK Space Agency.

Dr Anton Monk

VP and CTO of Wireless Initiatives, Viasat

Dr. Monk is VP and CTO of Wireless Initiatives at Viasat, a global provider of satellite services. At Viasat he focuses on new technology and business initiatives, such as satellite direct-to-device and 5G NTN for both commercial and government applications. Before that he was VP of business development at XCOM Labs, which develops advanced 5G solutions. Previously, he was VP of Strategic Alliances and Standards at Cohere Technologies, which developed a groundbreaking wireless modulation technique known as OTFS. He was a co-founder, VP and CTO of Entropic Communications, a publicly traded semiconductor company that invented the MoCA home networking solution. Prior to Entropic he developed communications ICs at Conexant and ComStream and was a researcher at JPL. He sits on various industry, advisory and academic boards, including the UCSD Jacobs School Dean’s Council of Advisors. Dr. Monk earned a M.S. from Caltech and B.S. and Ph.D. from UC San Diego, all in Electrical Engineering.

Paul Febvre

Chief Technology Officer, Satellite Applications Catapult

Paul is responsible for establishing a future vision for the sector and directing the technology strategy for the Catapult. Paul leads a small team of solutions architects and technologists that work across the Catapult to provide industry support in the creation and realisation of technologically innovative solutions to real world challenges.

Prior to joining the Catapult, Paul was Design Authority for the Inmarsat BGAN system and responsible for managing Inmarsat’s activities under the European Space Agency (ESA) ARTES (Advanced Research Telecommunications Systems) programme. This included the Alphasat-Extension programme to integrate advanced technologies into the Inmarsat systems, and the Iris programme under SESAR (Single European Skies Advanced Research) joint undertaking to develop the next generation of aviation safety services for air traffic management communications systems over Europe.

Paul previously worked for many years at BT Research Laboratories in Ipswich, developing mobile and satellite radio communications systems, advanced modulation and coding, data transmission protocols, and information security architectures.
